相关的实务守则有：

——《升降设备的安全使用实务守则和指引：升降操作和升降设备条例》（Safe Use of Lifting Equipment: Lifting Operations and Lifting Equipment Regulations 1998: Approved Code of Practice and Guidance L113 HSE Books 1998）；

——《劳动健康与安全管理实务守则和指引》（Management of Health and Safety at Work：Management of Health and Safety at Work Regulations 1999. Approved Code of Practice and Guidance L21 (Second Edition) HSE Books 2000）；

——《工作设备的安全使用实务守则和指引：工作设备供应和使用条例》（Safe Use of Work Equipment：Provision and Use of Work Equipment Regulations 1998. Approved Code of Practice and Guidance L22(Second Edition) HSE Books 1998）

等等。

除实务守则外，为了帮助民众理解和遵守法律法规，并提出技术性建议，英国政府的相关部门还撰写了大量的指导性文件（Guidance），如《HSAW1974指南》（A Guide to the Health and Safety at Work etc.Act1974 L1 HSE Books 1990）、《电梯条例指导性说明》（LIFTS： Guidance Notes on the UK Regulations，DTI，URN 99/1167）、《升降操作和升降设备条例简明指南》（Simple Guide to the Lifting Operations and Lifting  Equipment  Regulations 1998，HSE）、《电梯全面检验和测试指导》（Guidelines on the Thorough Examination and Testing of Lifts (SAFed Lifts Guidelines) LG1 Safety Assessment Federation 1998）、《电梯条例1997：指定实施符合性评审程序之检查和证实的评审机构的指导》（The Lifts Regulations 1997 :Guidelines on the Appointment of  Notified Bodies to Undertake Inspection and Certification for the Purposes of the Conformity Assessment Procedures in the Regulations，DTI，URN 97/717），等等。需要注意的是：此类文件不是强制执行的，但按照这些文件开展相关工作一定符合法律法规要求。

3  英国电梯标准体系
3.1  英国标准简介

英国是世界上标准化工作起步最早的国家之一。英国标准学会（The British Standards Institution，BSI）是发展英国标准的国家机构， 组织制定了大量的英国标准（British Standard，BS）。

1982年 11月 24日，英国政府与BSI签订了《联合王国政府和英国标准学会标准备忘录》，其中规定，政府各部门今后将不再制定标准，一律采用 BSI制定的英国国家标准( BS)；政府参加 BSI各种技术委员会的代表将以政府发言人身份出席会议；特别是在政府采购和技术立法活动中直接引用BS标准。

据BSI统计，到2003年英国有效的 BSI标准为21544个，平均每年BSI出版约2000个制订或修订的标准。

3.2  英国电梯标准体系

英国的电梯标准体系主要BS5655系列（电梯）、BS5656系列（自动扶梯和自动人行道）以及BS EN系列（ BS EN 81电梯系列和BS EN 115自动扶梯和自动人行道）、BS ISO系列以及BS 7255、BS 7801等其他BS标准组成。

（1）BS5655系列和BS5656系列标准

BS5655系列标准提出了乘客电梯以及电力驱动的载货电梯的安全要求，其目的是防止乘客和维护人员受到伤害。该系列标准还包括电梯的机械和电气设备制造要求、所安装的建筑物的构造要求以及电梯的检验和测试要求。

BS5656系列标准提出了自动扶梯和自动人行道的选择、安装、检查、测试要求。

现行的BS5655和BS5656系列标准的有关情况见表1。

（2）BS EN系列标准

为了支持欧洲的所谓“新方法指令”（New Approach Directives），英国大量采用了各种协调性安全标准（Harmonised Safety Standards）。如前所述，所谓“新方法”是欧盟为了使产品在欧盟和欧洲自由贸易区的流通变得更为简单而采取的一种措施，其目的是在欧洲区域协调产品的安全要求。新方法指令对欧盟立法机构和欧洲标准机构（CEN，CENELEC等）在产品自由流动的法律框架中的职责进行了清晰的划分，即立法机构制定的“指令”明确产品在投放市场时必须满足的“基本健康安全要求”，而欧洲标准机构则需制定相应的技术规范来满足指令的基本要求，符合相应技术规范即可认定满足基本健康安全要求。这样的技术规范即为“协调性标准”。当然，遵守协调性标准是自愿行为，允许采用其他的方法来满足基本安全健康要求。由前述可知，英国的安全健康法规大量采用欧洲指令，那么毫无疑问，采用已有的欧洲协调性标准，是满足法律法规要求的最经济的途径之一，因此，英国的标准大量采用欧洲协调性标准也就顺理成章了。下表中标准号有“BS EN”的即为经英国BSI转化的欧洲电梯协调性标准。现行的该系列标准的有关情况见表2。
