  L bit = 1: transmit OCSS load states using ICD 4.2 or higher(用ICD4.2或者更高的版本传输OCSS负载状态)

  Systems with EMS v2.0 or lower must have parameter passing disabled.

  Systems with an EMS configured as ICD 4.1 or lower must have the L bit set to 0.(EMS v2.0或者更低版本的系统必须禁止参数通过,配置ICD 4.1或者更低版本的EMS的系统必须使L位设定为0)
